Minutes: TCPOA AGM - 2017
The TCPOA Annual General Meeting was held
on March 15, 2017 at 5:00 PM in the Spinnaker Restaurant where Mr. Kappeler,
General Manager of Treasure Cay Limited (TCL), had invited TCPOA members to
join in a wine tasting event hosted by Burns & Sons. Treasure Cay’s chef created an array of truly
marvelous hors d’oeuvres which were praised by all.
Daron Roberts, a TCPOA Director, opened meeting
at 6:00 PM and invited The Reverend Mr. Rudy McKinney to give the invocation.
Stephen Kappeler introduced the Burns &
Sons’ representative who assured us that the Spinnaker Restaurant is serving a
wide variety of Robert Mondavi’s
California wines which we had just enjoyed.
Mr. Kappeler has requested Bahamas Air to
reintroduce round trip service from Treasure Cay to Fort Lauderdale. A Bahamas Air representative in attendance requested
that we share with him our wishes and needs for air transport out of Treasure
Cay. He will take these suggestions to Bahamas
Air headquarters.
TCPOA Administrator, Melonie Pedican,
announced that 50% of the total membership were present creating a quorum so the
business of the meeting was official.
Mr. Kappeler as President of Amenities
(TCAML) said that the Annual Financial Report has been sent to Members on
line. He explained that TCL and TCAML
shared financial responsibilities for care of roads, verges, greenways,
seawalls, groins, tree trimmings and road signage. He stated that all requests from homeowners had
been answered and would continue to be addressed. Mr. Kappeler made it a very clear that property
owners who have not paid their Amenities are subject to an annual 18% interest
penalty and subject to having their property confiscated by TCL All legal issues
in this regard have been clarified. The Bahamian Government has approved these
measures for TCL

Paul Hammond, representing Corbett Medical
Clinic, said that the move of TCPOA’s Community Office to the Clinic was a financial
win for both entities. He noted that Dr.
Hull’s evacuation service is no longer available. He suggested that members investigate other
options.
DAN members in the room suggested all members
investigate www.DAN.org. DAN is a non-profit
organization whose “Standard Plan“ for evacuation is available for $55.00
annually. DAN has successfully evacuated
several homeowners from Treasure Cay in good time using a medically equipped and
staffed plane operated by Trinity Air out of Fort Lauderdale. It is noted that these services are for life
threatening situations which must be confirmed to DAN by a physician.
Bill McLean introduced the newly hired TCPOA/TCL
Chief of Security: Dwayne Rolle. Chief
Rolle retired after 38 years with the Nassau Police Force. Chief Rolle suggested that we call his
mobile,
577-0224, when we have a security
issue.

Tom Wheeler, Managing Director of TCESO, noted
that 2017 is the 10th anniversary of the founding of Emergency
Services. In his discussion of the
financial position of TCESO he noted the very real need for all homeowners to
become members of the 600 club. A
$600.00 annual donation will provide $250.00 for TCESO, $250.00 for TCPOA
Security and $100.00 for TCPOA membership.

Bill McLean explained that the Treasure Cay
Community Foundation (TCCF) exists to assure that donations for the benefit of
our community’s non-profits associations are tax deductible for US Citizens.

SECURITY REPORT – MARCH 13,
2017
WHEN IT COMES TO SECURITY, THE REALITY FOR TREASURE CAY WILL ALWAYS
BE THAT THE COMMUNITY WILL BEAR MOST OF THE RESPONSIBILITY FOR PROTECTING
ITSELF. WE KNOW THAT THE RESOURCES OF THE GOVERNMENT ARE LIMITED AND THAT IF WE
ARE TO HAVE A REASONABLE LEVEL OF SECURITY, THE BURDEN FALLS ON US TO PROVIDE
MANY OF THE RESOURCES THAT WILL MAKE US SAFER. WE ALSO KNOW THAT FOR ALL OF THE
SERIOUS CRIME THAT HAS OCCURRED
WITHIN TREASURE CAY OVER THE PAST 3 YEARS, INCLUDING MULTIPLE ARMED ROBBERIES,
ONE OF THEM WITH SHOTS FIRED AND THE HEAD OF TCL SECURITY WOUNDED, NOT A SINGLE
PERSON HAS EVER BEEN ARRESTED OR CHARGED. THERE
IS EVERY GOOD REASON TO BELIEVE
THAT MOST OF THESE CRIMES WERE COMMITTED BY PEOPLE WITH FAMILIAR NAMES
AND FACES. THE REALITY IS THAT WE WILL
ALWAYS BE A BIG TARGET. THIS IS WHERE
THE PROPERTY AND VALUABLES ARE.
IN RECENT MONTHS, WE HAVE EXPERIENCED A NUMBER OF BREAK-INS AT
PRIVATE HOMES, THE THEFT OF OUTBOARD MOTORS AND TWO BOAT THEFTS. AND WHILE IT SEEMS THAT RIGHT AFTER THESE
INCIDENTS, THERE’S
A BIG OUTCRY, MUCH OF OUR DAY TO DAY BEHAVIOR ABOUT SECURITY REMAINS UNCHANGED
– AND THAT NEEDS TO CHANGE. SECURITY BEGINS WITH EACH OF US DOING ALL THAT WE
CAN DO TO PROTECT OUR OWN PROPERTY. I’M
AMAZED EVERY TIME I HEAR OF A
THEFT OF A BOAT WORTH 10’S OR 100’S OF THOUSANDS OF DOLLARS THAT
THERE WERE FEW, IF ANY, ANTI-THEFT DEVICES AND ALARMS ON THE BOATS. OR THAT
SOME OF THE HOUSES THAT WERE BROKEN INTO WEREN’T FULLY SECURED. OR THAT VERY
FEW HOMES ACTUALLY HAVE SECURITY SYSTEMS OR EVEN A REASONABLE DEGREE OF
SECURITY LIGHTING. AS HOMEOWNERS, WE
NEED TO BE PRO-ACTIVE, RATHER THAN RE-ACTIVE ABOUT YOUR OWN SECURITY.
FORTUNATELY, OUR SECURITY SITUATION IS NOT ALL DOOM AND GLOOM. I’M
PLEASED TO REPORT TO YOU THAT WE HAVE A VERY GOOD LEVEL OF COOPERATION BETWEEN
THE SECURITY TEAM OF TREASURE CAY LTD. AND OUR TCPOA SECURITY TEAM. IN LATE
SUMMER, TCL HIRED A NEW DIRECTORY OF SECURITY, MR. DWAYNE ROLLE, TO REPLACE
SGT. BULLARD, WHO WAS SHOT IN AN ATTEMPTED ROBBERY LAST SPRING. WE SAW THIS AS
AN OPPORTUNITY TO BETTER COORDINATE THE EFFORTS OF THE TWO SECURITY TEAMS AND
HAVE PLACED THE TCPOA TEAM UNDER THE DIRECTION OF MR. ROLLE, WHO, LIKE SGT.
BULLARD, IS A RETIRED POLICE OFFICER. THE MAKE-UP OF OUR OWN TEAM HAS REMAINED
VERY STABLE AND WE CONTINUE TO MAN THE GATE BETWEEN 6 PM AND 6 AM AND RUN OUR
VEHICLE PATROLS BETWEEN 10 PM AND 6 AM. WE IMPROVED THE LIGHTING AT THE
GATEHOUSE AND ADDED MORE AND BETTER QUALITY CAMERAS.
IN
ADDITION TO THE DAILY WORK OF OUR SECURITY TEAM, WE ARE PART OF THE CONSTANT
STRUGGLE WITH BEC TO REPAIR AND REPLACE STREET
LIGHTS, AN EFFORT THAT IS ALMOST ALWAYS FRUSTRATING AND EXHAUSTING. WE ARE ALSO PART OF THE ONGOING EFFORTS TO
GET THE POLICE AUTHORITIES TO ACKNOWLEDGE OUR SECURITY ISSUES AND TO DO MORE
FOR US IN TERMS OF STAFFING AND POLICE VEHICLES. WE REMIND POLICE OFFICIALS
THAT WE HEEDED THEIR ADMONITION TO DO MORE FOR OURSELVES AND THAT THERE’S A LOT
MORE THAT THEY SHOULD BE DOING FOR US.
ON THE WATER, WE ARE NOW PATROLLING THE HARBOR AREA, USING A BOAT
DONATED BY BETSY BRACEY. MOST
IMPORTANTLY, WE HAVE MOVED FORWARD WITH A PLAN TO CLOSE THE CHANNEL IN
AND OUT OF THE HARBOR DURING THE LATE AND WEE HOURS AND HAVE ACTUALLY ORDERED
THE CABLE AND OTHER EQUIPMENT TO GET THIS DONE. THIS HAS BEEN TALKED ABOUT FOR
YEARS AND THERE ALWAYS SEEMED TO BE TOO MANY OBSTACLES. HOWEVER, WE, WHICH
INCLUDES TREASURE CAY, LTD. AND TCPOA SECURITY, DECIDED THAT IT JUST HAD TO BE
DONE. ROBERT MEISTER DESERVES THANKS FOR HIS WILLINGNESS TO MOVE BEYOND
CONCERNS ABOUT LIABILITIES, WHICH ARE VERY REAL, AND CONTRIBUTE TO THE FUNDING
AND STAFFING NECESSARY TO MAKE THIS WORK.
THERE
ARE LOTS OF LOGISTICS TO BE WORKED OUT: NOTICES TO BOATERS, SIGNS AND LIGHTING.
BOATS COMING INTO THE CHANNEL FROM THE SEA OF ABACO WILL HAVE EMERGENCY ACCESS
TO THE GAS DOCK. PHONE NUMBERS WILL BE POSTED SO THAT SECURITY STAFF CAN BE
REACHED AND THE CHANNEL CAN BE OPENED IN EMERGENCIES.
TO
THE BOATING COMMUNITY THAT HAS SUFFERED AT THE HANDS OF THIEVES, FROM A LACK OF
POLICE PROTECTION, AND A LEGAL SYSTEM THAT TREATS THESE CRIMES AS PETTY THIEVERY,
WE ASK FOR YOUR SUGGESTIONS, FEEDBACK AND FOR YOUR FINANCIAL SUPPORT. TREASURE
CAY WILL NOW BE PROVIDING A LEVEL OF DETERRENCE THAT WILL BE UNRIVALED IN
ABACO. IT WILL BE AN ONGOING EXPENSE, AN EXPENSE THAT OUGHT TO BE SHARED BY
THOSE WHO WILL BENEFIT MOST DIRECTLY. WE’D LIKE TO SEE CONCRETE ACKNOWLEDGEMENT
OF THAT WITH YOUR DOLLARS.

OVER THE PAST YEAR, THE TREASURE CAY COMMUNITY
FOUNDATION HAS CONTINUED ITS GOOD WORK IN HELPING TO FUND CRITICAL SERVICES FOR
OUR TREASURE CAY COMMUNITY, ASSISTING IN THE FINANCING OF THE CORBETT CLINIC,
EMERGENCY SERVICES, THE COMMUNITY CENTER, LIBRARY AND OTHERS.
THE FOUNDATION IS A WONDERFUL VEHICLE FOR THOSE OF YOU
WHO WISH TO MAKE TAX DEDUCTIBLE DONATIONS TO THESE AND OTHER ORGANIZATIONS THAT
QUALIFY AS CHARITIES. INDEED,
OVER THE PAST DECADE, THE FOUNDATION HAS RAISED AND
DISTRIBUTED SOME
$2,000,000, WITH 100% OF ALL FUNDS RAISED GOING WHERE
THEY ARE MOST NEEDED, WITH NO ADMINISTRATIVE OVERHEAD BEING DEDUCTED, AN
ACHIEVEMENT POSSIBLE ONLY BECAUSE OF OUR ALL VOLUNTEER BOARD.

HAS CEASED OPERATING, ALTHOUGH THOSE STUDENTS ALREADY IN THE PROGRAM WILL
CONTINUE TO RECEIVE THE BALANCE OF WHAT WAS COMMITTED TO THEM AS THEY COMPLETE
THEIR DEGREES.
LAST YEAR, WE ALSO REPORTED THAT OUR FUTURE EFFORTS
WOULD INCLUDE THE BUILDING OF AN ENDOWMENT, SO THAT THE CRITICAL SUPPORT NOW
BEING FUNDED CAN BE SUSTAINED, AND OTHER CRITICAL NEEDS ADDRESSED. I AM
DELIGHTED TO REPORT TO YOU THAT TWO FAMILIES, WHO HAVE REQUESTED ANONYMITY FOR
NOW, HAVE COME FORWARD TO FUND THE ENDOWMENT. ONE WILL DO IT THROUGH PLANNED
GIVING, WHICH MEANS AS PART OF THE ESTATE PLAN. IN THIS CASE, IT WILL BE
CONTRIBUTED FROM THE SALE OF THE TREASURE CAY RESIDENCE. THE OTHER WILL DO IT
THROUGH A LIFETIME CONTRIBUTION OF FINANCIAL ASSETS. BOTH ARE SUBSTANTIAL
AMOUNTS. THE GOOD PERFORMANCE OF THE
ENDOWMENT THE FOUNDATION
MANAGES FOR
CORBETT MEDICAL CENTRE HAS CREATED CONFIDENCE FOR THESE
DONORS THAT THEIR CONTRIBUTIONS WILL HELP OUR COMMUNITY FOR A LONG TIME.
THIS IS EXACTLY THE KIND OF GIVING
THAT WE WERE HOPEFUL OF ENCOURAGING AND NOW WE HAVE POSITIVE EXAMPLES FROM OUR
NEIGHBORS AND FRIENDS WHO ARE SETTING A NEW STANDARD OF GIVING IN SUPPORT OF
THE TREASURE CAY COMMUNITY FOUNDATION. I ENCOURAGE YOU TO CONSIDER SUCH A GIFT,
